On March 10th, 2019, two sessions suggested to provide more financial and policies’ support for biomass energy projects, in order to make biomass energy become a key point to optimize the energy structure, improve ecological environment as well as serve agriculture, rural areas and farmers.
 
As the fourth largest energy source after coal, oil and gas, biomass energy accounts for 14% of the world primary energy consumption, featuring with wide distribution, cleanliness, reproducibility and storability. The deputy of NPC said China has enjoyed mature technology to convert biomass to energy and mainly used biomass cogeneration. What’s more, biomass cogeneration plays an important role in promoting the development of a resource-conserving and environment-friendly society and building a moderately prosperous society in all respects. It is highly consistent with many details of the Report on the Work of the Government this year.
 
Using forestry and agricultural residues for energy processing can help to reduce the smog pollution and achieve green development. In addition, developing biomass cogeneration can also optimize heating methods in winter, achieving the effect of energy saving and environmental protection. 
 
Biomass power generation, needing high equipment and production cost, is an emerging industry, so it is difficult to form strong market competitiveness. China must implement more preferential policies to ensure the healthy and orderly growth of biomass cogeneration enterprises. Therefore, it is suggested that biomass cogeneration projects should be included in the subsidy list as a priority. Moreover, the deputy of NPC also advised to implement “Renewable Energy Law” strictly and the system of guaranteeing the purchasing of electricity generated by biomass cogeneration.
 
China's industrial electrical industry has a promising prospect. The development of new energy enterprises plays a significant part in realizing the revitalization of industry in the new era. As one of the new energy industries, biomass power generation has improved its international competitiveness and succeeded in industrial upgrading.
 
The new energy in China has been a key to connect with the world. “The Belt and The Road” Initiative has also speed up the pace of “going out”. China has been working more closely with Pakistan, Myanmar, Laos and other countries along the “The Belt and The Road”, so as to promote the industrial revitalization.
